With over 40 years of experience in the insurance industry, Clifford A. Davis is a recognized leader and innovator. As President of Orion Risk Management, Clifford has consistently focused on delivering unparalleled client advocacy, fostering a strong company culture, and implementing sophisticated alternative funding solutions.

Early in his career, Clifford became a key leader at a large regional brokerage, where he built a strong following among medium and heavy manufacturers and developed specialized expertise in California residential construction.

In 2001, Clifford founded Orion Risk Management to reshape the retail insurance landscape. Under his leadership, Orion has grown into one of California’s top 20 insurance brokerages, known for its forward-thinking approach and exceptional results.

During the 2008 recession, Clifford led efforts to free up significant amounts of trapped risk-based capital for companies that urgently needed liquidity to navigate challenging economic conditions. These efforts provided vital relief to clients and further honed Orion’s expertise in Novation’s and Loss Portfolio Transfers.

Beyond brokerage, Clifford has been a pioneer in Insurtech, founding two companies that deliver SaaS solutions to the insurance industry. He has also leveraged his software expertise to develop proprietary tools at Orion for managing OCIP and CCIP construction projects, elevating efficiency and accountability.

Clifford serves on the boards of large public and private insurance companies, contributing strategic oversight and expertise. He was also elected by his Alera peers as a two-year board member at Alera Group after they acquired Orion in 2018.

As a trusted advisor to some of Southern California’s largest property owners and construction firms, Clifford’s influence extends to domestic and international reinsurance markets. He has developed innovative syndicated reinsurance distribution models, enabling efficient risk transfer between U.S. markets and London’s reinsurance ecosystem through the London-based company he founded.

Outside his professional achievements, Clifford is passionate about aviation. He holds advanced piloting ratings and is qualified to fly a variety of turbine and multi-engine jet aircraft back country aircraft.
